Contract Management Officer - Government Department

  • Contract until June 2018 with high possibility of extension

A high level of competency of Contract Management with at least 5 years' experience is required in relation to the following:

Key Responsibilities:

As the Contract Management Officer, you will have responsibility for the following:

  • Build and maintain a Vendor and Contract Management framework for OIR in alignment with WoG Contract Management Frameworks.
  • Build and maintain a strong relationship with the Procurement Team to assist in the development of a strategic approach to Vendor and Contract Management, including procurement planning and benefits reporting.
  • Prepare high level policy papers, submissions, briefs, and reports on complex procurement and contract related issues and initiatives within OIR ICT.
  • Develop and implement Technology Business Management (TBM) practices as they relate to ICT procurement.
  • Build and maintain productive working relationships with OIR ICT's vendors, work to ensure OIR is receiving contractual deliverables and value for money.
  • Establish, negotiate and monitor SLA/KPIs, vendor plans and service credits for all OIR ICT vendors.
  • Assist the OIR ICT to identify, progress and resolve compliance, auditing and reporting issues relating to ICT procurement and contract activities.
  • Maintain accurate and up to date ICT contracts and maintenance registers, contributing to the development of Terms of Reference for the utilisation of contractor engagement
  • Manage sensitive, high level information and knowledge in line with relevant legislation, standards, policies and procedures particularly the confidentiality and privacy of procurement and contract information.
  • Lead the analysis of procurement patterns, performance and key supply markets through the evaluation of purchasing arrangements, systems and practices including providing specialist advice to internal and external clients.
  • Implement capability and systematic improvements and changes that drive value improvements, efficiency and competency in contemporary, valuable and real vendor and contract management practice.
  • The Contract Management Officer reports to the Manager Service and Support, Information
  • Communication and Technology Unit, Business and Corporate Services Division.
  • Experience as Subject Matter Expertise - Leads as subject matter expert to business areas on contract management, project teams and vendors to apply and execute appropriate use of contract management strategies, establishing new contracts and service level management of existing arrangements.
  • Experience in strategy - Leads security strategy, architecture and tools in accordance with Queensland Government standards, policies, procedures and other formal guidance, ensuring security technology standards and best practices are maintained across the organisation;
  • Ability to lead process improvement - Promotes implementation of new technology, solutions and methods to improve business processes, efficiency, effectiveness and value delivered to customers;
  • Ability to perform due diligence
  • Excellent interpersonal skills, client interface and presentation skills; and
  • Results orientated / self-directed ability to drive change in an unstructured environment.
  • Experience working for government.

Mandatory skills:

Desirable skills and knowledge:

  • Queensland Government Level 4 Purchasing Certification or equivalent
  • Experience in the use of Benefits Realisation concepts
  • Experience in Project Management
  • Experience in the use of Category Management concepts
  • Experience in the use of reviewing and interpreting Contract Law
  • Knowledge of Supply Chain Management techniques
  • Knowledge of contractual frameworks e.g. the GITC/QITC framework
